It was written by Anne Frank, a teenage girl during World War II. Her father, Otto Frank, was the one who decided to publish it. She wrote a diary that was left behind and found after she and her family were captured and taken to a concentration camp. That was where Anne died, along with her mother and sister.
The diary was mostly written in Amsterdam while her family and another Jewish family were in hiding from the Nazi occupation troops, and covers a period of just over two years from June 1942 to August 1944.

He was her father, somebody found the diary and gave it to Otto.
He read the diary and published it so everyone would know about the Holocaust.
Anne Frank has become one of the most famous names from the Holocaust.

You are probably referring to the book called "The Diary of Anne Frank". That was written by Anne Frank herself, before she was captured by the Nazis in World War Two.
