I am not sure what you want to know. The president f the United States is elected by the electoral college which is elected by the voting public. However, there are only two major parties and one of their nominees always win, so maybe your question is who chooses the two nominees . If so, the answer is a relatively few rich and powerful people who support the candidates for nominee. However, no one can be sure that their candidate will be nominated and if nominated, the election can go either way, so even if you spend a few million dollars, you can not be sure that you will pick the winner.

If something catastrophic happens before an election which could impact the general public's decision to vote well, it is the electoral colleges job to make sure that the correct vote is made. Electoral votes are votes given by the representatives and senators (Congress). If no candidate achieves 270 electoral votes, then the House of Representatives will vote between the three candidates who received the most electoral votes and the Senate will vote between the two vice presidents who received the most electoral votes. If the House cannot decide, then the vice president appointed by the Senate will become president until the issue is resolved.
