He created the navy. Before him there was no navy for Russia and this was one reason he built St. Petersburg. Even today the naval school is in St. Petersburg.
There is no capital of St. Petersburg. St. Petersburg is a city, not a country.
The capital of Russia is Moscow, but it WAS St. Petersburg.
