I have a 1986 Buick Riviera that the same thing happened to and it turned out to be a fuse blown on the GCC CRT unit. I went ahead and bought a used CRT from a junkyard for about .00.
I own a 1996 Buick Riviera and the check engine light started flashing.I noticed a slight loss in acceleration.Could this be bad gas,a clogged fuel filter,or the spark plugs and wires may need changing.Help me.
Normally this would be wired into the Instrument Lights.
there is a fuse panel located at the end of the instrument panel near the drivers door there is an underhood electrical center ans two other fuse panels located under the rear seat

This happened on my car-it turned out to be a blown headlight fuse(15amp) and the hazzard switch on the left side instrument panel. Went to a junk yard and bought a new switch and replaced the blown fuse and ta-dah taillights I also replaced the dimmer switch also.
If your license plate light is out change the bulb in it, if you have taillights your fuse is good as the license plate light uses the same fuse as the taillights.
My 98 riviera was doing the same I put some stp complete fuel system cleaner and it stopped happening might be worth a try it was only $9
