Because the general feeling in that day and age was that a 'ruler' had to be a man. There were reasons for that in 16th century customs and convictions: women were generally raised in the belief that they had to bow to a man's judgement, so a ruling Queen might find it difficult to stand up to scheming or incompetent male advisers and courtiers. Secondly there was the succession: the House of Tudor stood to die out with Elisabeth if she did not marry and produce children.

Back then people believed that women were the weaker sex, they believed that one women on her own could not be fit to run a country.

As Elizabeth was Queen in her own right if she married he would have only been King consort, but her advisors thought a husband would bring England glory that a King would of.

Elizabeth was not the first Queen to reign on her own but she is considered the best monarch England has ever had & her reign was more glorious than most Kings

Elizabeth did come close to marrying. Marriage between royals in the Early Modern Europe Era was not about love but political allies. Elizabeth I as a Protestant ruling queen could not afford to alienate other Protestants by her choice or loose her greatest bargaining chip with Catholic monarchs.
