Could be a short in the alarm system, could be that the valve which activates the alarm is stuck, could be because of moisture somewhere in the system... assuming that your air pressure is building up to normal levels, that is.

if your pressure on the low side is ok which is 25lb to 45lb then check your low pressure switch if the pressure is too low then the switch wont close there for the current wont go to the relay there for it wont be powered.

If you are certain it is low fuel pressure and you've changed the pump and filter the next thing would be the fuel pressure regulator. Also check to make sure none of the fuel lines are crushed closed.

No...That sensor is a pressure sensor.(located next to the condensor) It will not let the compressor run if the pressure is to low or to high,so the compressor wont be damaged. If it is unplugged the compressor wont come on at all.
