Check to make sure the belt tension is correct, & tensioner is functioning, if no problem is found here, make sure the a.c compressor is not binding internally. http://www.autozone.com/servlet/UiBroker?UseCase=S001&UserAction=viewSimpleDiagInfo&Parameters=info answer most people dont realize that when u are using a defroster in a car, the a/c compressor runs. so for your problem the compressor is not working properly sounds like the clutch on compressor is worn or sticking, a good mechanic can fix that easily for you

No, you shouldn't get smoke from the Power Steering. Pull the belt and check each separate pully to make sure they all turn freely.
