Why are metals better conductors than non-metals?

Are all metals conducters of electricity?
All true metals have electrons that move freely between nuclei. This allows all metals to easily conduct electricity through them. The electrical conductivity of a metal is inversely related to how strongly it retains its associated electrons. This is what makes some metals better conductors than others.
