World governments compete with each other for a variety of reasons. In the modern world of global markets, often times governments compete with each other in order to make their nation more attractive for foreign investments or places for international companies to build manufacturing plants in their nation instead of another one. They also compete in selling weapons with each other. In the case of the US, the government does not own defense industries, but it can allow a Boeing corporation to sell high tech airplanes to other nations. They would be in competition with the French defense industries. Both would be hoping to sell aircraft to Norway for example.
