The stability refers to maintaining control over the flow of oil from Iraq to the US. It is considered an issue of National Security (protect the consumers and the American economy).
Terrorist hunting has predominantly occurred in Afghanistan as it comes back to the original point of controlling the region. Do note that terrorists and their acts against Americans have been carried out for many years now, but no war has ensued due as there is minimal economic benefit.
