Due to ventricular systole, the blood flows through arteries under pressure in a jerky motion. So it is better for the arteries to be placed deeply as lot of blood loss can occur when damaged if they are placed close to the skin.

The body is a very well designed thing - and as arteries are vital for the continuation of blood flow to the body, they are deeper in the body so they are protected...

in addition to that - they are also kept warmer that way - to allow for the best blood flow....

They have to be deep within the body so they can continuously pump oxygenated blood to major organs that lie deep inside the body. But sometimes, they transport deoxygenated blood (pulmonary artery), but they still must transfer that blood to the lungs fast. You're organs need the oxygenated blood so they can perform cellular respiration, that's the purpose of the circulatory system.
