So that they can get back to the ship in the event that they were inadvertently to propel themselves away from the ship. If there were to do this and were not tethered there would be no way to push themselves back.

Also, the men who walked on the Moon had to get out of their spacecraft, otherwise, they wouldn't have walked on the Moon.
