There are some variables like what the magnet is made of and how it was initially magnetized. If a bar magnet is bent into a horseshoe shape to make a horseshoe magnet, the magnetic field will be more dense (stronger) across the gap of the horseshoe magnet than it would have been anywhere around the bar magnet from which it was made. And since magnets are strongest at their poles, horseshoe magnets can use both their poles at once while bar magnets can only use one pole at a time.

Every magnet has at least one "North" and one "South" pole where its magnetic forces leave the magnet and enter its surroundings. It is commonly thought that the magnetic forces leave one pole and enter the other pole. The magnetic force field tries to make a loop toward the other pole as it leaves one of the poles. The poles of a horseshoe magnet are closer than those of a bar magnet therefore concentrating the forces between those poles and making the attraction/repulsion stronger. duh.

No. Because a bar magnets sides (north and south) are far apart, but on a horseshoe magnet the sides (north and south) are close together which makes it stronger.
