you can think of it like a magnet.

A magnet with a peice of metal stuck to it.

The harder it is to pull a peice of metal away from it (ionization energy), that means that it has more pull on the metal and will pull peices of metal with more force(electron affinity).

Because some elements have much greater effective nuclear charge compared to others.

For example, Fluorine is the most electronegative element known, this is due to fact that it's electrons experience a great amount of attraction from it's positive nucleus.

This effect diminishes as you go left across the Periodic Table and down a group because in both cases, effective nuclear charge (attraction to the nucleus felt by the electrons) decreases.
