What is the best drinking water filter system. Do I need to get one of those systems that is installed under the sink, or will one of those filters that attaches to the end of the faucet filter out minerals that cause bad tastes adequately enough? Which system requires more filter replacement?
If the filter is above the lens, it modifies the light reaching the negative in order to change it's color. This would be for printing color negatives, or for modifying contrast in black & white polycontrast papers. If the filter is below the lens (old, old technology) the modification is done after it leaves the lens. Those filters had to be much better optical quality so as not to degrade the image.

Yes, they are both filters. But their frequency characteristics are different. This is the main reason why they are given different names. A high-pass filter passes frequencies higher than its cut-off frequency, and stops those that are lower. A low-pass filter passes frequencies lower than its cut-off frequency, and stops those that are higher.
A cabin filter needs to be changed at least once a year. A cabin filter filters the air that enters the cabin of your vehicle. So all those impurities in the air outside your car get collected by this cabin filter and accumulate. So if your cabin filter is dirty then you're basically breathing in dirty air and could eventually be harmful.
Polarizing filters are not necessarily color filters. A polarizing filter may also includea color dye, but that's not its purpose.-- All filters attenuate all light rays to some degree.-- A polarizing filter, in principle, attenuates all colors equally, by blocking any lightwhose 'E' field is not parallel to the polarizing direction of the filter, regardless ofwavelength.-- A color filter, in principle, blocks all colors except those in a narrow range of wavelengths. The only wavelength it doesn't block is the color you see coming out of it.
I don't know if there's a "best" filter, but Honda OEM filters, Purolator PureOne, Mobil 1, K&N, Wix and Donaldson are all great filters. Any of those will work well for you. I recommend Purolator, Wix, Motorcraft, & AC/Delco for most cars. For your Honda I would recommend Purolator or Wix.
Why in the world would you want to install a Fram filter on your Chevy? The Fram filter is not a very good filter. Install an AC/Delco which is a great filter. Purolator & Wix also make great filters. Any of those 3 are superior to Fram in every way. Your Chevy requires a PF61 AC/Delco oil filter.
