Physical size of a gamma particle is smaller than that of alpha and beta particle. Since the particle size is smaller, the chances for a gamma particle to collide or interact with other particles (protons, neutrons, and electrons) are much lower. Please do not forget that atom is made up of mostly space. And also, gamma particles are neutral. So they do not have the potential to interact with charged particles.

Because they have no mass (at rest state), little mass (at velocity), and no charge. As a result, their interaction with matter is minor, thus their deep penetrating ability.

Unfortunately, that means there are more possibilities for some interaction, and the problem is that gamma is energy. There are three possible interactions involving gamma; the photoelectric effect, compton scattering, and pair production. Unfortunately, each of these interactions can produce an electron and/or a positron, and that can ionize the matter that the gamma is penetrating, breaking covalent bonds and damaging chemical processes.

Because the gamma only gives up some of its energy to these interactions, it can go on to have more interactions, so a single gamma can create, ultimately, multiple ionizing events, making gamma, potentially, the most dangerous of all the radiation forms.

Note that I differentiate between radiation and radioactive material which causes radiation. In terms of radioactive material, the most dangerous is an alpha emitter. Ironically the least penetrating, but if ingested, an alpha emitter can do the most damage because it is the heaviest particle with the most charge
