Usually they don't know they're good looking. if you tell them they look nice they'll feel better and open up to u a bit(if ur a boy :P)
A lot of "good Looking" girls are insecure because they are afraid that there will be someone who looks just a little bit better and they will lose popularity. Confidence is attractive,,,big boobs and an insecure attitude is not.
