Don't know what you are referring to but could be something to do with new investments that are being made which require other government jobs to be filled which will have a knock on effect. For example in america obamacare will require more IRS auditors, insurance litigators, law attorneys, government inspectors to hospitals, insurance company lawyers. As you can see the more people that sign up means more people will be needed to keep up with the work.
