The Periodic Table is organized in patterns, known as periodicity. All elements are organized according to their atomic mass, from lowest to highest. They are also organized in columns of the number of valence electrons. Halogens all possess the same number of valence electrons. So halogens are grouped together for the same reason why noble gases, alkali, and alkaline earth metals are grouped; because they possess the same number of valence electrons.

They all have the same reactive properties, all the Halogens have the same number of valance electrons making the react the same.
