This fact, coupled with rationing efforts that required people to recycle paper (among many other things) for the war effort and the rarity of surviving issues due to the lower quality paper used in printing create a limited supply to meet a very high demand.

Not ALL "old" comics are worth something. Certain factors come in to play when pricing a comic.

ie. condition, rarity (how many exist as to how many were printed), and usually a book featuring the first appearance of a character and the like.

Superman, Spiderman, Wolverine...These are all house hold names at this point.

So naturally, action comics #1 is going to sell for 400,000 dollars...the Superman character has had a somewhat major impact on the world and it's media.
