They were very significant pieces of history for showing what the people thought of the times and the role models of the era.

Because some people in the world think that these jokes are very funny. Adults usually read these comics and only adults really read them. Kids like us like to read other things that are actually everything but political! So people make political cartoons in the newspaper for the adults and adults read the newspaper usually. So they put them there because they know when adults read them they get a little inside political joke for the day. So that is exactly why.
