Some positions are exempt from the minimum wage. For example, when I worked as a library page during high school, minimum wage was $2.65 per hour, but I started at $1.50 per hour.

Also, many workers in the U.S. are not legally allowed to work in the U.S. When they receive less than the minimum wage they don't complain out of fear of deportation.
