Many people use the term "mean" to indicate that another person has not done something according to the first person's wishes (e.g. A child might see parents as mean because they will not buy them a new iPhone.)It is more useful to indicate how the person's meanness is demonstrated (cruelty, stinginess, unfairness, etc.). It is then necessary for the person identifying them as mean to determine how their opinions lead them to that label.
In many cases the perceived meanness comes from an inability to afford something, an inability to change things beyond the person.s control, constraints of law etc.
This said. there are some people who consistently attempt to introduce unhappiness into other's lives. This is a problem that may indicate many psychological problems that only a trained professional could identify and cannot be generalized.
