Why are some planets referred to as the inner planets and others as the outer planets?

Because the four inner planets (Mercury, Venus, Earth, Mars) are the four planets closest to the sun.
These smaller planets are all inside the asteroid belt. The larger planets: Jupiter, Saturn, Uranus, Neptune) are outside the asteroid belt and thus called the outer planets.
