Why are the RrABS and BRAKE lights lit on instrument panel when pads rotors and fluid are good?
This condition can be caused by a few things. ABS unit, abs sensor (my problem), broken wire, etc. IF you can find a reputable mechanic, he or she should be able to correctly diagnose, if not fix this problem.
I don't know if you are saying you have the new hubs and rotors and still have pulsation, or if you are asking what causes pulsation. If you have pulsation on slowing this is due to warped rotors, and you need to change the rotors and the brake pads, not the hubs. Not too expensive: 2 rotors and brake pads for my Pontiac is about 55 bucks. DIY of course.

This is not much information, but I'll give it a try. If the front brake rotors have too much run-out, "wider in some spots than others" then the rotors need refaced or replaced. If the problem is in the rear brakes, the brake drums are out-of-round and need resurfaced. Jack up and safely support front of vehicle. Remove front wheels. Remove front brake calipers and hang them with wire so not to damage brake hoses. Remove brake caliper brackets. Remove brake rotors. Rotors may need a little persuasion with a large hammer as they may be stuck/rusted in place. Reverse order to install rotors.
