I had this same problem and the short answer is to replace the cluster. The cluster contains a fair amount of the cars electronics. My gauges would go from zero to 140, the key chime would ding repeatedly, and all the lights would blink and the car would not start until the odometer would light up. The dealer tried to have the cluster repaired and this worked for about four months and started all over again. Then a new cluster was installed and has been fine for over one year.

Dash lights are soldered in place on the board. If they are all out you may have a fuse out or the instrument cluster is gone.

The fuse for the dash lights on a 2002 Chevy Tahoe is in the fuse box in the interior of the vehicle. There is also a fuse for this in the engine compartment on top of the battery. This fuse is for the speedometer and odometer lights.
My 2002 525i BMW has the same reading on my dash and my car won't even turn over even though the battery and spark plugs are new and the alternator checked out fine. I have no idea what's going on either.

The dash lights on a vehicle are there to let the driver know what is going on with the vehicle. Most lights are self explanatory if they are not the Manuel will have a diagram.

Just to the right of your headlight switch in the dash is your gauge panel dimmer control . Rotate the wheel up to brighten your dash lights . ( also , if turned all the way up it turns on your interior lights )
