Pulmonary circulation is bypassed in an unborn fetal pig through the umbilical cord. Since the fetal pig is not yet breathing inside the mother's womb, oxygen is carried to the fetus via the umbilical cord.

Because the fetus has no use for its lungs in a womb that is filled with amniotic fluid. It gets its blood replenished by its mother through the placenta, relying on its mother to reoxygenate its blood so that it can keep on living and growing in the womb. The fetus becomes independent of this only when it is born and its umbilical cord is severed from its mother, and it is this time when the lungs start to work to reoxygenate its own blood.

Pulmonary circulation is bypassed in fetal pigs (actually most fetal mammals) because the lungs serve no purpose in the fetal pig. Gas exchange (oxygen uptake and carbon dioxide release) are accomplished in the mother's lungs, and then transferred to the fetal circulation at the placenta.

Why would the lung of a fetal pig be contained with air?

Fetal pigs that are prepared for dissection may have the lungs inflated to make them easier to identify and dissect. There is also a chance the piglet was born alive when its mother was slaughtered (fetal pigs come from mother pigs slaughtered for ham/pork) and then euthanized.
