Whites can be slaves. Throughout most of human history, slaves were of conquered groups and race was not tied to slavery. However, once the Americas were colonized by Europe, they imported slaves from Africa to farm (because Native Americans were either killed by disease or would run away) and thus, slavery became based on being of African descent rather than on being captured.

Enslavement developed when various tribes made war on each other. The victorious tribe would take the defeated and use them as slaves.
Some African tribes made war on other tribes and took the defeated as slaves. When the white race arrived in Africa, some tribes sold or gave their slaves to these newcomers to take back with them to their own countries - England, etc.
North American Indians who defeated their enemies also took captives who were used as slaves. In addition, the Puritans (Yes, the Pilgrims!) took many Indian captives and sold them into slavery. They were sent to the Caribbean to work in sugar plantations.
Warlords of China took the defeated as slaves.
Poor Irish and English people, adults and children, were enslaved by becoming "indentured" (unfree) servants. If a family was poor, they could agree for a sum of money to send their eldest child or children to work as servants for other families. These "indentured" children worked to pay off the money that had been given to the parents - which sometimes took many years.

Because blacks were brought to this country as slaves, and even though the Emancipation Proclamation ended slavery, the Civil Rights movement had to happen before whites and authorities were able to accept them as equals.
