because there still in the "otherworld" that's why it was still foggy there still in silent hills grip probaly for a story for the seqel e.g when rose was in the school while the darkness "otherworld" was there (when the Zombies are around) and she was leaning up against one of the lockers crying chris was in the school as well but couldn't see here because he wasnt in the "otherworld" its like that

Did rose and Sharon back to normal world silent hill?
No. They stayed dead in what was supposed to be irony, but instead went against everything in the games. Basically, they went home, but Christopher couldn't see or hear them. That's why it still looks foggy to Rose and Sharon, but sunny to Chris. That's also why Chris only heard white noise on his phone when Rose called to say that she was coming home. Hopefully the sequel will fix that.
