Because you need heat

Because the Tin Ore contains Tin oxide which is a mixture of 2 oxygen (O²) atoms and 1 tin atom (Sn), making the formula for tin ore SnO². Because the atoms are joined making a compound you cant seperate them just by crushing because it will just crush both atoms not just the tin. So you need another atom to come and take the oxygen. Which if you use charcoal (which contains carbon) and smelter you get Tin and carbon dioxide instead of having tin ore and charcoal!

(Basically you cant physically seperate them like that because they are joined!)
