Arkansas did secede after the fall of Fort Sumter in April 1861. The stated rationale was always given as states rights versus federal power because that sounded better then pro or anti slavery.

Even after the election of President Lincoln, the citizens of Arkansas, a slave state, did not vote to secede from the US. The problem that Arkansas had was based on the aftermath of the April bombardment of Fort Sumter in the Charleston harbor. When President Lincoln called for volunteers to end the Southern rebellion, Arkansas decided to join the Confederacy on May 6, 1861.
