Washington decided he was the only man to do the job. He had a uniform made and went to Congress. His argument to Congress was he was the only one with military experience from the French and Indian War ( he was a British officer in the war and really did make a mess of the job) and they should name him General/Commander of the troops. They did and the rest is history.

He had been a colonel in the Virginia militia during the French and Indian War. He had been on General Braddock's staff and had shown great skill and courage in assuming command of that army when Braddock was killed and saving what was left of it. After Braddock's defeat he had become the commander of the Virginia regiment and managed the frontier campaign during the remainder of the war. Thus, limited as this was, he had greater military experience than virtually anybody else in the colonies. On top of that he seems to have had a tremedously compelling personality and commanding presence. That title first became official in 1821 with Major General Jacob Brown assuming the post. Prior to that time the position was called United States Army Senior Officer. General George Washington's official title was Continental Army General and Commander in Chief. Major General Henry Knox suceeded Washington with the simple title of Senior Officer. Major John Doughty was the first to serve as the United States Army Senior Offocer from 20 June 1784 until 12 August 1784 when all of the Army was discharged except for 80 men.
