God chooses whomever He wants. God is sovereign and most of the time what God does is by His own choosing. We have no idea what is in God's mind many times.

One thing is sure if God chooses a person to do something, God will give them the ability to do whatever God wants.

Numbers 12:3 tells us that "...Moses was a very humble man, more humble than anyone else on the face of the earth."(NIV) He never attempted to become an 'invincible ruler' over Israel, but always recognized his limitations(Exodus 4:10-17) recognizing God as ruler. This certainly was a quality that God could appreciate and work with. For this reason he was called "the man of God" (Ezra 3:2KJV). Despite his education and power(Acts 7:20-22), he remained humble (meek/teachable) and devoted to God (Deuteronomy 31:30-32:4), as described at Hebrews 11:24-29.
