Congress controlled both houses of Congress, Republicans has gained 21 seats in the House of representatives and 2 seats democrats and conservative republicans in Congress opposed Kennedy's aganed and successfully blocked most of the president's domestic programs.

The difficulty varies with the President and the Congress, but always there are 535 individual people in the Congress. These people come from all 50 states and the states have their own interests. It is especially hard if either house is controlled by the opposition party. In the current situation, a majority of the House were elected with the intent to repeal Obamacare which is the President's keystone legistatively. The House also wants to cut the budget and reduce taxes in ways the President does not want. In short, in most times, there is a difference of opinion and anything that gets passsed by Congress has to be a compromise.
