Because he was the President of the United States and had no legal authority to pass legislation, and could only veto or sign into law those bills of legislation passed by congress.President Kennedy was also unable to achieve much of his legislative agenda because he received little coperation from congress. Congress controlled both houses of Congress, Republicans has gained 21 seats in the House of representatives and 2 seats democrats and conservative republicans in Congress opposed Kennedy's aganed and successfully blocked most of the president's domestic programs.
Kennedy wanted to exert strong leadership to extend economic benefits to all citizens, but a razor-thin margin of victory limited his mandate. Even though the Democratic Party controlled both houses of Congress, conservative Southerners resisted plans to increase federal aid to education, provide health insurance for the elderly and create a new Department of Urban Affairs. And so, despite his rhetoric, Kennedy's policies were often limited and restrained. The difficulty varies with the President and the Congress, but always there are 535 individual people in the Congress. These people come from all 50 states and the states have their own interests. It is especially hard if either house is controlled by the opposition party. In the current situation, a majority of the House were elected with the intent to repeal Obamacare which is the President's keystone legistatively. The House also wants to cut the budget and reduce taxes in ways the President does not want. In short, in most times, there is a difference of opinion and anything that gets passsed by Congress has to be a compromise.
he was elected by small margin. he lacked a popular mandate or a clear indication that the voters approved of his plan
"he was elected by a small margin, and because the democrats and republicans blocked his the bills"
Many of his advisers believed that he lacked the political mandate or support from the people,to enact bold policies. BOOM :)
He was from the deep south, and had many political allies who were movers and shakers.
Congressional democrats were split into conservative and liberal factions.
Because he got very little support in congress.
Congress passes the legislation while the president can sign or veto it.
It would not be possible for any president "to begin passing legislation" in the face of congressional opposition.
Health care reform
He was not.
Some of President Woodrow Wilson achievements as a progressive president included passing legislation centered around labor rights, creating a stronger central government and anti-trust legislation.
Although political pressures prevented President John F. Kennedy's administration from proposing legislation to Congress in 1961 and 1962, the President took steps to ensure minority rights in voting, employment, housing, transportation, and education by executive action. The stage was set for a new legislative initiative to deal with the problem of federal protection of civil rights.

The President needs more than one way to pass or veto legislation because it he pockets it congress can't override the veto.
A filibuster and the assassination of President Kennedy.
