Because mary was a catholic and she wanted to make the people of England catholic. So she burned and tortured them until Protestants that were alive started to become catholic again. This is also why she was given the title, Bloody Mary!

Mary I was a strong Catholic who persecuted Protestants to try to frighten her subjects into returning to "the true religion". The creation of the Protestant Church of England had distanced England from Rome, which Mary saw as disadvantageous. There was likely a psychological component, as well. The Church of England had been created by Mary's father, King Henry VIII, in order for him to legally be able divorce Mary's mother so he could marry his mistress, Lady Anne Boleyn. Mary detested Anne and remained loyal to her mother and the Catholic faith at the cost of neglect and "ill-treatment" by her father.
