Michel Tuffery's bulls (he's made more than one) are a commentary on the way consumerism has affected the traditional values of his ancestral home in the Pacific Islands. Beef is a dietary staple in many of the islands, but rather than simply being farmed it has become consumerised and commercialised by the mass importation of canned meat. The old ways of farming have largely died.
Tuffery comments on this by creating bulls entirely out of corned beef tins, making the animals themselves seem like throwaway empty cans. There's also a suggestion of the idea of the Golden Calf as a false idol (as mentioned in Exodus in The Bible), and the idea that commercialism has been raised to the status of a false god by modern society.
