In the pre-World War II era, both Mussolini and Hitler sought to expand the territory and influence of their respective countries (Italy and Germany) out of both pride and fear alike. Both were exceedingly nationalistic: they took great pride in seeing their countries dominate others, even at the cost of bloodshed. They were also motivated by fear: they were afraid of being overshadowed by other world-powers as well as by subversive groups within their nations.

He wanted to reign over France, but since he was of low birth and the revolution was still going on, he couldn't become a King (especially since France had decapitated their king in 1793). So the only way he would be the ruler of France would be if he made in an Empire and crown himself Emperor, and that it why he wanted France to be an Empire: so he could rule it.
