Benito Mussolini did not trust Hitler and at the time was a member of the League of Nations and closer to France and Britain. He also did not want an upcoming powerful Germany on his doorstep.

Mussolini was jealous that Hitler was now the fascist dictator of a stronger and more developed nation than Italy. Mussolini also believed himself to be the "senior" fascist leader as he gained power in Italy in the early 1920's. Now the world had a new fascist leader, Adolf Hitler. In the current situation, Mussolini, now had to be wary of his strong neighbor to the north. Prior to the Nazi takeover, Mussolini, faced no military threats. Now he had a potential one.
