He never controlled a Navy that came close to the Royal Navy in terms of troop training in seamanship and gunnery. He often had the advantage with more ships of the line, and they were often larger and more heavily armed. He had competent Naval commanders but none that could equal the Royal Navy.
During the complete period of the Napoleonic Wars, the French were never able to field a Navy that was an even competitor of the United Kingdom on troop seamanship and gunnery skills. They lacked a Maritime History and skilled Naval leadership, tactics and strategy. At various times they had a superior number of available ships of the line which mounted firepower that was both more numerous and of heavier caliber. They consistently lost every engagement with the Royal Navy.

Did Napoleon's plan to ruin the british economy work?

No, but on a technicality yes.. I'll explain why. First off Napoleon's plan on how to ruin the economy by having nations embargo trade with the British failed. At the time Great Britain was the wealthiest empire on earth. As well most nations hated Napoleon as he was an upstart monarch with an nontraditional administration. So it was too costly to embargo trade with Great Britain as well no one cared to listen to what Napoleon wanted. But in the end the cost of war put Great Britain deep into dept which did wound the economy. Though as you can see today The United Kingdom is well and has the most valued currency on the planet.
