Napoleon needed money for his army and he knew the United States had great need of a river port on the Gulf of Mexico. Louisiana is a long way from France . It would be difficult and expensive for France to defend. He probably figured that if France did not sell it now, they might end up with nothing for it later.

Napoleon Bonaparte sold the land because there was an uprising in Haiti and the slaves freed themselves. Haiti was going to be a supply depot for Napoleon's plan to take over the Mississippi's river and then the US. since Haiti was no longer under his control, he had no use for the Louisiana territory.

Napoleon was in major need of money to pay for his on going war in Europe. Originally, Thomas Jefferson sent Robert Livingston and Monroe to France to offer $10 million for New Orleans and Florida (even though it was still Spanish, but Napoleon offered all of Louisiana for $15 million.
