There are many theories on why J.K. Rowling chose those names.

The only one J.K Rowling herself has spoken about is that 'Rose' is a type of flower just like 'Lily'. Ron and Hermione called their daughter Rose in memory of Lily (Evans) Potter without using the actual name.

J.K. Rowling uses several flowery names throughout her books. Petunia Dursley , Lily Evans, Hogwarts Castle, Fleur Delacour, Arabella Figg, Florean Fortescue, Lavender Brown, Padma Patil, Pansy Parkinson , Poppy Pomfrey , Moaning Myrtle, and others are all named after flowers. If you notice many of her street names are also of a botanical background. It only seems natural that she would add a Rose to the group.

Others have suggested that they were chosen because Rose is a girl's name that sounds like Ron and Hugo is a boy's name that sounds like Hermione.

Another popular theory is because Ron and Hermione's names are R&H they wanted their childrens names to be R&H.

Another fan theory is that Hermione, having read lots of books, knew of Victor Hugo and in memory of her old boyfriend named her son Hugo. Whereas Ron named Rose after the flower Lavender Rose in memory of his old girlfriend.

Hugo might also have been chosen to honour the Hugo award that some of the Harry Potter books have won.

If J.K. Rowling is a fan of the play 'Bye Bye Birdy' the two main characters are called Rose Alvarez and Hugo Peabody.
