The differences were not great - Sparta had a government which was a limited democracy - that is that is it was limited to the adult males who also comprised the army; they met in assembly and made decisions on matters put before them by the council.

Athens started that way but progressively moved to a broader , then a radical democracy (however no women or other slaves need apply).

Both states had executive leadership, but both were constrained by the direct votes of the electorate on important issues.

They became allies when their interests coincided - especially in the face of the Persian threat. Then Athens helped Sparta when part of its territory revolted.

The split began when Athens began to create its empire by manipulating the anti-Persian league formed after the Xerxes invasion was driven off. Athens progressively used the funds for its own benefit and became aggressive throughout the Greek world, which caused a polarisation of city-states behind Athens and Sparta respectively. The split grew and war betwen both blocs ensued (the 27-year Peloponnesian War).

The Athenians headed the anti-Persian (Delian) league after the Persian invasion was repelled in 480-479 BCE, mainlyamongst the cities bordering the Aegean Sea. The cities of the Peloponnesian peninsula stayed out of it.

When peace with Persia was negootiated in 449 BCE, Athens continued to collect the funds from the Delian league, by force if necessary, effectively turned it into an empire, spent the money on its military power and on itself, and meddled in the affairs of non-member city-states as well.

Those city-states formed the Peloponnesian League, led by Sparta, to resist this.

Sometimes the Athenians and Spartans were allies, other times at war, depending on their interests and alliances at any particular time.

They were involved in an extended period of war, leading opposing coalitions of city-states, from 431 to 404 BCE, known in modern terms as the Peloponnesian War. After the Persian invasion had been repelled, Athens had organised a defensive league against further Persian interference in Greece and western Asia Minor. It progressively turned this league into an empire which provided it with the funds to not only pay for its superior navy but also divert into its own beautification and lifestyle.

Its support of its client states beought it into conflict with allies of Sparta, and a series of clashes between cities eventually brought Sparta's allies to demand that it lead a fightback. Several final disputes and clashes over Corcyrax, Potidaia and Megara resulted in a war which went on in time and intensity to an unanticipated duration and destruction, embroiling Greek states all around the Mediterranean literal, causing great loss and misery. It so weakened the Greek world that it enabled the resurgence of Persian influence, the rise of Macedonia to pre-eminence, and its subsequent takeover of the Persian empire.
