It wanted to create a new society from the ground up. It also wanted to punish the former leadership just like President Bush wanted to prevent the previous government workers from having any jobs in the new government. President Johnson wanted to use the established institutions and the people who knew what they were doing. While he did not want to use confederate solders in government jobs, he did not want to punish them either. He wanted to end all violence. Congress took out its anger at the south on the president. He survived impeachment by one vote.
