The French were angry with the Germans because the Germans won the Franco-Prussian war. No one is happy with the winner when they are the looser. France had to give territory to the Germans as a result of their win.

In World War 1, France wanted to punish Germany due to the fact that the french lost to the Prussian state (a state in the non-unified Germany) during the Franco-Prussian War (France vs. Prussia). After the loss, Prussia decided that they would take Alsace and half of Lorraine, 2 very rich french states. Also, they decided to write the declaration of their loss at one of there most symbolic places for power. this pissed them off real bad. This led to their eagerness to win against Prussia, which got unified with the other states into Germany, in a war. after the victory in World War 1, they were satisfied and were reluctantly forced into World War 2 by the actions of Germany, or the Nazis to be specific.
