At the outset of war, Roosevelt did not plan to get directly involved with a 'European conflict'. He did, however, sign for aid to be distributed to the Allied Forces (Britain and France), in a 'cash-and-carry' scheme. This meant that the Allies would pay America for arms, resources and ammunition, and would have to cross the Atlantic and bring it back.

After British courage during the Battle of Britain, as well as failures in the Battle of the Atlantic, Roosevelt changed this scheme to a 'Lend Lease' programme. Payment was suspended until after the war, and America would now ship good half-way into the Atlantic Ocean.

Roosevelt, however, has been argued to always have been sympathetic towards the British war-effort, and after the events of Pearl Harbour, was able to enter the war and assist the Allies with backing from the Congress. Some historians argue that Roosevelt planned to get America involved at the start of the war, but his intentions were blocked by the American Congress, as well as public opinion in America at the time. However, this is up for debate.
