He moved slowly at the start because he felt that if he worked so hard on the Civil Rights Movement and passing that law then he might not get anything else accomplished. He also won the election by a slim margin and needed the support of southern legislatures. He also felt that medical and educational bills that were passed would help the civil rights movement ultimately, so he held off on making any bold reforms.
He moved slowly because he did not want to upset any of the southern Democratic senators whose votes he needed on other issues. But after the violence began, things like race riots flooded the media. And he had to take action.
The Democratic Party stood against improving civil rights. The Republican Party sided with Kennedy and pushed legislation through.

John F. Kennedy was committed to advancing civil rights, but his actions were initially cautious. While he supported racial equality, he encountered political challenges in Congress that limited the progress he could achieve on certain civil rights legislation. However, his administration played a significant role in pushing for desegregation and promoting equality through executive orders and oversight of federally funded programs.

Absolutely. The administration, especially through Attorney General Robert Kennedy, lead the cause of civil rights in the early 1960s. The Civil Rights Act of 1964 was the natural culmination of these efforts, even though it was passed in the Johnson administration. Of course, Johnson had been Kennedy's VP, so he was familiar with the effort.
