Because there was shortages of virtually everything and in order to try and give every one a fair share rationing was introduce. This meant that rich or poor had the same buying power especially regards food. No matter how much money you had, if you did not have valid 'coupons' you could not buy, except on the illegal 'black market'.
Supplies were limited. In order to fairly distribute the items in short supply, rationing was introduced. That prevented prices from going too high. It help make sure that the troops had the things that they needed to fight.
There wasn'tenough food to go around so that was why rationing was introduced.
