He created it to turn the rest of the Louisiana Purchase into two territories-Kansas and Nebraska. This would remove the Missouri Compromise and the popular sovereignty (people that lived there) would choose whether or not to have slavery.
Many Northerners who were against slavery did not believe the Kansas - Nebraska Act was a wise one. Under it, the citizens who lived there could vote on whether to legalize slavery or not. In Kansas, the conflict between pro & anti slavery groups resulted in violence & deaths.
Senator Stephen A. Douglas supported the Kansas-Nebraska Act because he was the one who proposed it. Douglas had the firm belief that whether a state would be a free state or a slave state was up to the voters. The position of Douglas was called popular sovereignty.

The Fugitive Slave Act was an add-on to the 1850 Missouri Compromise. Many people, not just abolitionists didn't like it at all. Even people not against slavery did not believe it was their responsibility to help enforce it whether they received rewards or not. So basically, the abolitionists found allies among Northern people not wanting to get involved.
