Because the northern forces (NVA) thoroughly defeated the southern forces (ARVN).

However, in all fairness, it must be said that Congress (US) had terminated all funds for the southern forces. The ARVNs had no fuel for their aircraft, no fuel for their tanks, and no shells for their artillery; they had used up all of those resources and received no more re-supply from the US

Reason? The US & Congress were fed up with the war & wanted absolutely no more to do with it. Refugees were accepted though, a form of apology or retribution.

From 1965 to 1973, the United States, Australia, South Korea, Canada, and other countries helped to defend South Vietnam from North Vietnamese Communist attacks. The goal of the North was to re-unify Vietnam into a single country again. The South's goal was to maintain a free-capital society and a democratic government. The message and resolve of the North, to restore a single Vietnam, had a far more powerful emotional message. When allied forces left South Vietnam in April 1973, leaving the South Vietnamese forces to fend for themselves, much of their spirit to fight was lost, and the country became an easy prey for the North. Two years later, in April, 1975, North Vietnamese forces conquered their final obstacle - the Presidential Palace in Saigon, and dissolved the South Vietnamese government.

The North tried to over run the south with tanks and conventional attacks in 1972, but US B-52 bombers STOPPED THEM. The B-52's weren't there to stop the NVA, when they came down in strength in 1975.

The non-politically answer is, the S. Viets may have been spoiled by the US. They knew they had the most powerful nation in the world as a supporter/ally.

They probably didn't or couldn't believe that the US could'nt win the war.

North Vietnam has NEVER defeated south Vietnam! They didn't even fight with each other. They are two parts of one country. Where did you get that kind of information??
