The Catholic Church (which was still intertwined with the government of Spain) wished to increase its grasp by converting new cultures into their faith. The Franciscans who established the California missions believed that they could find salvation through converting nonbelievers, and that hard labor and even pain would produce the humility necessary for Native Americans to save their souls and to become good Spanish citizens.

The militarization of the missions would help ensure that British, French, and Russian competition would remain to the north and east. Government officials also fortified Monterey and San Diego to create safe ports used to resupply their galleons coming to and from Asian trade destinations.

The Spanish spread out into North America from their bases in Mexico and the Caribbean, looking for souls to save and gold to take back to Spain. There was no "California" when the Spanish travelled into it for the first time. The Spanish were the first to name the area California. For them, it was just the area north of Mexico, and as such, it was all new, virgin territory just lying there for the conquering. And being so disposed, they conquered it.

Who claimed part of California for England?

Drake landed in San Francisco Bay but I wouldn't call it claiming the area. He did leave a plank of wood stating he was there with an English coin attached. It wasn't until modern times that the plank was found on the beach by someone. The Spanish did claim the land, build missions, and start settlements along the coast. The Spanish influence is still seen today.
